Nicolle did mention in her exit interviews that they hadn't yet started a family, and pondered whether 'this could be the year'. She was heavily pregnant with her first child when filming the fridge episodes in 1995, hence why we only saw the top half of her.

I think in hindsight for the character and those connected to her it probably was the best thing.
 

Bobby’s death informed Sam & Fisher for the rest of their time in the bay, and her absence was always felt in the reunions for Sally’s life events in a way that some of the others weren’t

That's a fair point, though I doubt it was in anyone's mind when they decided to kill Bobby off. It always felt like a pointless death and maybe that in itself made it resonate more.
