I think it was Claire seeing them photo in Peter's wallet, that gave her the motivation she needed to make a move on Peter. If Claire hadn't of seen that photo, then she might never had gotten the encouragement she needed to kiss him. Also, the stalker storyline brung them together as well, even though she was rubbishing a lot of his idea's though, but she was growing closer to him though.
