It's a few years ago now since I saw these, but definitely after he married Ailsa. We weren't given an exact date or anything, and I can't quite remember what he said about how things were between Roo and Ailsa at the time.

If Ailsa had stayed alive til this day or at least still alive in 2018 they would never bought back Martha  from dead  and in fact I think they would never bought back  Roo in 2010 if Ailsa was still around in 2010 as Roo basically just be around so Alf has family member to support him and if they had Ailsa around to fit bill they wouldn’t really need recast Roo. 

I think even if Sally had stayed they wouldn’t bought back Roo as Sally would easily continue on as Alf surrogate daughter .
