Why is Peter back in the bay?

Im sure this has already been covered so im sorry for asking again, but I couldnt find an answer and some of the threads are too long to read through

Peter is back in the bay on some case or something. I was wondering if anyone knows what this is, and if leah is involved somehow (because he is spying on here and has secret photos of her). I also wondered if maybe he knows that zoe/eve is still out there and he cant tell the residents of summer bay, so thats why he is keeping it to himself

If anyones got the answer or can give me a link to the thread that has, that would be great. Thanks

You guessed it. He is keeping an eye on Leah and lots of the other characters for their own safety. They only showed him watching Leah though to make you think he was stalking her.
